If you get them in free roam, hover over the area on the World Map and press to see the different layers. If you get them during the story just follow the Main Quest markers and you’ll get to the areas. The Power Cells have a Green icon floating over them which makes them easier to spot. If you die after picking one of them up you must pick it up again they are not saved instantly (must reach next checkpoint). To save some time it would be best if you pick them up during the Main Quests. You can still free roam after beating the story and collect everything after the game ending because you'll be respawned back to the start of the last Main Quest: "The Looming Shadow". The Main Quests areas are locked until you reach a certain point in the story ("The Looming Shadow"). The Power Cells are found in the story's Main Quests areas, but you can go back and get them later. For this, you must find 5 Power Cells and bring them to the Ancient Armory to get the Shield-Weaver Outfit.
